And How Are They Doing It?

This article is an attempt to untangle the web of individuals and entities that are playing a role in what is clearly a plan to neuter what little democracy still exists in the Western hemisphere. As such, it's primarily a bid to identify what constitutes the Deep State in the present day. However, it's helpful, firstly, to briefly consider how it came about in the first place.
The decade beginning in 1913 is the period when the basic building blocks of the elites' encroaching dominance were constructed; 1913, the Federal Reserve Act came into being, 1914, The Great War begins, 1917, America enters the war - an act the bulk of the American public had been vehemently opposed to – and in 1918 the allies emerge victorious.
The war had been good for American business, pulling the economy out of a recession in 1913-14; indeed, exports had nearly tripled by 1917. American loans to the Allies had likewise increased exponentially, prolonging the war, and largely being spent on materiel manufactured by US companies. Wall Street had also lent money to the Bolsheviks, who were in the throes of their own internal conflict in 1917.(1) And, at war's end the League of Nations was created – the first globalist, intergovernmental organisation, allegedly established in furtherance of world peace. Ironically, US President Woodrow Wilson, the architect of the League, could not persuade his own Congress to join it and America consequently retained its sovereignty until the creation of the United Nations in 1946.
The architect of that organisation is a gentleman called Maurice Strong, a self proclaimed socialist who wished to use its nascent authority to create a world government. Indeed, he proposed a world tax on all monetary transactions which would have given the UN an annual income that would have equaled that of the US.(2) When the Security Council vetoes his plan, he tried to dismantle it. When that failed, he hit upon the global warming scam as a means of advancing his agenda. He is probably the most dangerous ideologue that you've never heard of. This is what he told the Rio Earth Summit in 1992:
“It is clear that current lifestyles and consumption patterns of the affluent middle class— involving high meat intake, consumption of large amounts frozen and convenience foods, use of fossil fuels, appliances, home and work place air-conditioning, and suburban housing — are not sustainable.”(3)
It's thanks to Strong that we are bedevilled by the climate nutters and Agenda 21/30, the plan that none of us voted for, but which has nonetheless been the single most impactful dogma affecting our daily lives for the past thirty years. All the energy and food policies that are the root cause of our current crises are derived from Agenda 21 and its champion, Maurice Strong and they exist as vehicles for the plan to impose a world government upon us. Here's Strong again:
“The concept of national sovereignty has been an immutable, indeed sacred, principle of international relations. It is a principle which will yield only slowly and reluctantly to the new imperatives of global environmental co-operation. It is simply not feasible for sovereignty to be exercised unilaterally by individual nation states, however powerful. The global community must be assured of global environmental security.”(4)
If these sort of sentiments sound familiar to you, you are not alone. It's the typical evidence-free nonsense that progressives spout on any topic you care to name, from trans rights, through climate change to 'misinformation'. Or, if one wishes to be rather less tactful, it's a cobbled together collection of lies that serves another purpose entirely; our proposed enslavement. Strong is no longer with us – he got caught with his hand in the till and lived out his final years in that bastion of democracy, the People's Republic of China. But the same tools are being used by the Deep State today.
However, getting to the bottom of who does what at who's behest is far from easy, largely due to the fact that those who wish to subdue us and thereby control us generally prefer to avoid the cross-hairs, if at all possible. Yes, there are some elites with a high profile – the likes of Gates and Musk – but most of them aren't known for their TED talks.
As a general rule, the power elites live in the shadows and use what they can to get their way in whatever fashion works best. In the service of their best interests, they have created a liquorice all-sorts of entities and supranational organisations, which they use both as shields and as a way of adding an undeserved veneer of respectability. However, the one thing that these bodies have in common is their lack of democratic accountability. The creation of agencies which operate (nominally) in our name, but which occupy a tier above that of elected representatives is a reprehensible development, not because talking shops or coordinating bodies are inherently problematic, but because decisions are being made at an even greater remove from the voting public, who have absolutely no opportunity to have a say.
This is a necessary part of the master plan – centralization, globalization, internationalism; any process by which our elders and betters can enhance their technocratic control with no reference to anyone other than their own peers is to be pursued vigorously. Any process that weakens the nation state and allows power to coalesce in the hands of the few is good and any hint of populism is bad. The United Nations - in all its many guises - and central banks are two of their major weapons. Regulatory bodies (such as the Securities and Exchange Commission or the Federal Drug Administration) are captured and put to work in ways that subvert their mission statements, but which benefit “Them”.
Individuals – in concert with organisations, on occasion – are granted hegemony in certain fields, as the spoils are divvied up between them. There is a swarm of interested parties and the control mechanisms vary; sometimes, a particular individual will feature prominently (usually when the state wants to be hands-free with a particular course of action) and, at other times, in a different sector, the load will be borne by an entity such as the WHO. I can't claim omniscience, as the more digging one does the more one uncovers, but the overall scope of the control scheme (the Deep State) can be divined and it goes something like this.
If there is a beating heart, a coordinating council, then it's probably called Le Cercle, a shadowy group which was formed in 1952, ostensibly to
“...cement Franco-German relations, as a buffer to Soviet aggression during the Cold War. Down the years, however, it has become much more, advocating right-wing causes round the world and growing into a confidential talking shop for about seventy politicians, businessmen, polemicists and personnel from the diplomatic and security services. Members are invited to attend its meetings; they cannot ask to be admitted and, as a condition of attending, they agree to keep all sessions secret.”(5)
Meetings are held yearly on both sides of the Atlantic. It would appear that this group, along with the Council on Foreign Relations (in the US) and the Royal Institute for International Affairs (its twin in the UK, also known as Chatham House) are the deepest of the Deep State. Both of the latter organisations were established within a year of each other at the beginning of the nineteen twenties and it is their most senior officials who constitute the inner sanctum. A glance at the sponsors of Chatham House should give a flavor – Gates, Soros and the Rockefeller Foundation all provide funds. Every other entity, whether public or private, appears to be downstream of these organisations; including the United Nations, the G20 and the EU.
The CFR is allegedly a study group on foreign relations. This is misleading in the extreme.
“Drawing together influential one-world-minded men from high finance, industry, the news media, politics, and academe, the CFR soon became the dominant force directing American foreign policy and promoting centralized government planning and socialism at home and abroad.”(6)
Chatham House claims that it's
“.. a melting pot that brings together people and organisations with an interest in international affairs. We provide an independent forum in which academia, business, diplomats, the media, NGOs, politicians, policy makers and researchers can interact in an open and impartial environment.”(7)
They claim to be non-aligned and impartial, because that's what the aforementioned sponsors are all about, isn't it? Similarly, the CFR is funded by the likes of the Rockefellers and the Warburgs, long time bankers and members of the ruling class.(8) There are over 4,000 CFR members and large numbers of them are in and out of government in that peculiarly 'revolving door' manner that is typical of the elites on both sides of the Atlantic. The current inner sanctum comprises the usual mix of elite fields of endeavor; actual and former CEO's of Wall Street banks, defense contractors, Amex, biotech and private equity firms together with ex members of the CIA – who are reputed to always be assets, whether they are current agents or not.(9)
For those of you who cannot conceive of a theory that posits that there is indeed a conspiracy, rather than a series of random acts, I would draw your attention to the recent and unprecedented co-ordination of effort across numerous fields. Artificial intelligence, biotech, digital currencies, mask mandates, lock-downs, 'climate change' policies, 'vaccine' passports … all of these elements are being pursued across borders simultaneously. There are barely any holdouts, but there are some fairly obvious reasons for this.
The Bilderberg Group, founded in 1954, comprises financiers, military leaders, CEO's and heads of state. They meet yearly (the last one was in June) and claim that it's merely a social event; a place where these movers and shakers can escape the public gaze and relax. There's a Steering Committee of around 15-20 members and then an Advisory Committee of only seven people. They invite a rolling cast of world players every year, in the order of 150-200. Some are repeat attendees, while others may only be invited sporadically or perhaps only once.
Despite the cover story, some of the purpose of the group can be gleaned from actions it is proven to have undertaken, plus the testimony of one of the attendees. The group is known to have been part of the effort to quadruple the price of oil in the 1970s (10) and in helping to create the Euro and, originally, the EU itself.(11) The whistle-blower attendee, a Belgian named Willy Claes, stated on Belgian radio that each participant is given a report that they are "considered to use this report in setting their policies in the environments in which they affect”.(12) Nothing to see here other than a clear subversion and, in all probability, criminal acts, move along.
This group flew largely under the radar until 2010, mainly due to the media's lack of curiosity, but the connections they have in the outside world are extremely wide ranging. As an example, over 150 of them have been involved in the 'pandemic' response (13) and many are also WEF luminaries. David Rockefeller (that name crops up everywhere) was chairman for a considerable time, as well as being a member of the Trilateral Commission and the CFR. His words, from 1991, give a more honest assessment of what the Bilderberg Group is about.
“We are grateful to the Washington Post, the New York Times, Time magazine, and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. It would have been impossible for us to develop our plan for the world if we had been subject to the bright lights of publicity during these years. But the world is now more sophisticated and prepared to march towards a world government which will never again know war but only peace and prosperity for the whole of humanity.”(14)
There is also some correlation between the yearly agenda, the invitees and events that subsequently attract the eye. The 2019 meeting (allegedly there were no meetings in the following two years, due to Covid) featured the usual mix of bankers and financiers as well as representatives from Google and Paypal and the Secretary General of NATO. They discussed such weighty matters as Brexit, climate change, AI, social media and cyber threats amongst others,(15) topics which (with the exception of Brexit) are still current.
Then we have the Trilateral Commission, founded by that man Rockefeller in 1973. It appears that this organisation filled an operational gap, as its purpose was to bring together the administrators of power, rather than the holders of it – politicians, bureaucrats, media figures and trade unionists. Its influence should not be underestimated; 18 of its members were in the Carter administration (out of 77), Clinton, Gore and a further 20 Cabinet members were also Trilaterals and Obama had appointed 11 of them to keys positions within ten days of assuming power.(16)
However, the membership is international and its reach must also be – they even got around to inviting Nicola Sturgeon to the 2017 meeting.(17) My assumption is that this is the Bilderberg Group's twin. Indeed, the perceived need for its existence was identified at the 1972 Bilderberg meeting. My assumption is that the attendees are issued instructions and sent on their way, as this seems to be the modus operandi. Just a reminder – these organisations aren't accountable to us, but they are, nonetheless, implementing policies of their own creation entirely outside the democratic process.
On the British side of the pond, The Institute for Statecraft (IfS) has lately become another important cog in the Deep State machine. Founded as recently as 2006, it established itself as a charity in 2009, at which point it started receiving large disbursements of taxpayer money from the Foreign and Commonwealth Office. Despite this, the group feels able to issue the usual misleading blandishments;
“We are totally independent and impartial, not dependent on funding from political or government agencies, industrial interests, or any other source which might call our impartiality into question.”(18)
IfS members are allegedly independent academics and journalists, for the most part. They are so transparent that they formed a group called Integrity Initiative, dedicated to counter that old chestnut, 'Russian disinformation'.(19) Unfortunately, and entirely unsurprisingly, it transpires that the they are far from impartial, as revealed by a series of leaks. The group is composed of 'clusters' of supporters, who are funded by the London headquarters, which presumably means that are responsive to direction from same. There are 26 of these clusters, predominantly in Europe, the first of which was formed in Spain in 2017. The mission statement is yet another masterpiece of mendacity, framed in the usual “we know better than you do” fashion;
“An effective network is best achieved by forming in each European country a cluster of well-informed people from the political, military, academic, journalistic and think-tank spheres, who will track and analyse examples of disinformation in their country and inform decision-makers and other interested parties about what is happening.”(20)
One person's misinformation is another person's truth. As we know to our cost, the word (together with its sibling, disinformation) has been utilized in an entirely subjective and anti free speech fashion, especially with regard to issues such as climate change and the 'pandemic', where the media have used them to label any opinion that doesn't fit their agenda. In this case, the clusters were set up in secret and, upon the exposure of the network, the group removed its web-page from the net; not, I submit, what you would do if you were on the up and up,(21) but presumably the whole endeavor was an initiative thought necessary after the Brexit vote and the feared loss of influence on the continent. It's interesting to note that propaganda is still thought necessary at some level, although whether we are expected to believe or whether it's simply to act as a pretext to pre-planned action is moot.
The WEF, the pantomime villain of the group, seems to be the means of normalizing many of the developments that the Deep State have in mind for us. The annual jamboree in Davos now attracts much attention.
“Along with the Trilateral Commission and the Bilderberg Conference this (the World Economic Forum) is one of the key meetings of the year. No policy is made here; it is all talk, some of it banal and platitudinous. But the consensus established is the backdrop against which policy is made worldwide.”(22)
Concepts like digital currencies, global 'vaccine' passports, transhumanism and AI are dear to Klaus' heart and have now received a worldwide airing. It's entirely possible that the overwhelming majority of us are outraged by some or all of the above, but how would we know? Unless the media make it an issue, it doesn't exist in public discourse and developments continue apace. But I don't think the WEF, whilst attempting to provide some philosophical heft to what would otherwise be recognized as a totalitarian takeover, is anything other than another get together of the Bilderberg oeuvre. Many of the attendees are members of some of the other groups, such as the CFR.
The G20 has also been deployed in the recent past and, while it's made up of democratically elected politicians, it is also involved in activities for which it has no mandate – witness the latest pronouncements on digital identification. It's yet another example of a supranational entity that has awarded itself the right to make decisions on matters that should not concern them. Further, the United Nations, which serves as an umbrella organisation for a range of globalist organisations (such as the WHO, the WTO, the World Bank and the IMF), might as well be from another dimension for all the influence that the man on the street has over its activities. The EU apparatus is likewise a tool to be wielded by elite bureaucrats. However, all of them are merely part of the infrastructure of compliance. They are an example of the siloing of different parts of the master-plan; they're not where the true power resides.
Nonetheless, it is the G20 who are making it their business to push a global 'vaccine' passport and a digital health identity scheme, even though they (and everybody else, now) knows that the 'vaccine' in question doesn't prevent disease or the transmission of it; thus, even without other ethical ramifications which should also give pause, there is no basis for either of those schemes to exist.(23) But it's not the G20's idea. The person who has this elite portfolio is none other than that man Bill Gates, ably assisted by the Rockefeller Foundation, who has been pumping money into the Digital Identity Alliance (or ID2020) for several years and who has partnered with the World Health Organisation (24) – which he also funds to the tune of hundreds of millions of dollars a year.

And so, it is also Gates and the World Health Organisation who are trying to pass the so-called Pandemic Treaty and amend the constitution of the WHO to undermine national sovereignty (as covered in The WHO Pandemic Treaty).
I have dealt with the enforcement arm of the Deep State in the previous essay. The final brick in the wall is primarily financial involving, as it does, both private and public sources of money. The sponsors of all the various think tanks, including the likes of the Brookings Institute and the Atlantic Council, are usually funded by private individuals (the exception being the IfS which receives millions of public funds, too). Gates, the Rockefellers and Soros feature prominently in this regard. The Rockefeller Foundation, in particular, sponsors a wide range of entities, such as the CFR, Chatham House, the Carnegie Foundation, the World Bank and seats of learning such as Yale and Harvard.
Soros' main vehicle is his Open Society Foundation NGO, through which he finances political subversion of one stripe or another, both in the US and internationally.(25) It's not entirely clear whether he answers to anybody except himself, although he is a frequent attendee at both the Bilderberg meetings and the WEF annual get-togethers.
Gates has also attended a Bilderberg and a couple of WEFs, but his interests, whilst equally damaging, seem to be more centered on wealth accumulation than Soros'. His brand of giving can best be described as philanthro-capitalism. While he has placed great store in his generosity (he had apparently given away more than $54.6 billion in grants by end 2019), his personal wealth has more than doubled to over $100 billion. He tends to invest in the stocks of the companies he is financing, which is the action of a venture capitalist, not a philanthropist. He has also spent $319 million on media companies including the BBC, NPR in the US and Al Jazeera, presumably in an attempt to promote his agenda.(26)
Another rather more unexpected participant in the funding extravaganza is the Norway Ministry of Foreign Affairs. It spends huge sums of money on NGOs, most of which have a connection to NATO – the budget was $2 billion in 2020. It also funds Balkan NGOs, those whose mission is to promote membership of the EU, it co-sponsors Chatham House and has contributed $100 million to the Clinton Foundation, which reveals the true purpose of the funding – pay and play bribery. This latter largesse came to a grinding halt when Hillary lost out to The Donald in 2016. It has also funded subversive programmes in the former Yugoslavia, in ways previous used by the CIA – the much attempted color revolution, actions which were rewarded by a coveted seat on the UN Security Council.(27)
But the biggest players are the Fab Four of international finance; the World Bank, the International Monetary Fund (IMF), the European Central Bank (ECB) and the Bank for International Settlements (BIS). The World Bank and the IMF are both part of the United Nations, an organisation that is the Deep State's Swiss army knife; there are so many useful global bodies under its aegis that can be corrupted into doing the elites' bidding. All four of the banks, not that they will ever make this clear, are funded by us whether we like it or not. None of them behave in a way that is commensurate with that fact but, in the final analysis, the money they acquire is money that has been created for their use and we pick up the tab for it.
The BIS is the least known and, possibly, the most important. It acts as an emergency funder, through the IMF or separately. It's also a trustee and an agent, a think tank, a banker which provides gold and forex transactions and holds central banks' reserves, which are about 7% of global currencies. It also acts as a fund manager for other financial institutions.(28) All of this with funny money paid for by us, with no mind paid to whether we approve or otherwise. It's simply the elites' bottomless piggy-bank, to be plundered at will and use to leverage beneficial business activity while simultaneously doing others down, as described in my last offering.
The revelation that it is the rich and powerful who are directing matters shouldn't be surprising, unless we are still laboring under the illusion that elected officials occupy the highest positions on the totem pole. Obviously, that's the way it's supposed to work in a democracy and it may well have done so at some point in the dim and distant, but informal coalitions of power have always existed; clinging to a belief in the pre-eminence of the representative system is hopelessly naïve. I say this because the evidence that alternate power structures exist is all around us and these structures cannot have been created for any other purpose. There is no need of them in representative democracies because legitimate entities, at least nominally answerable to the voter, already exist.
We have a tendency to see the political sphere as the most important and impactful one, but it is in fact just one part of the forces that govern our lives, The organs of government are merely another tool to be used by the ruling class, along with regulatory bodies that are allegedly distinct both from government and the industries they oversee (but which clearly aren't), supranational entities that direct and co-ordinate action and private business – particularly, but not exclusively, the major banks. The 'think tanks' that 'advise' governments are financed by individuals and organisations that constitute the Deep State.
So it is that the policies of governments are put together by the ruling class in unelected bodies staffed by members of the elite and the administrative state. The members of Le Cercle, the CFR and Chatham House are likely the ones making decisions, all of which are to their benefit rather than ours. Why would it be any other way? The outer circles of these milieux are made up of those that actually implement what has already been decided and groups like the Bilderberg Group and the Trilateral Commission exist to pass on these instructions to other international bureaucrats.
In its simplest terms, the Deep State is a vast criminal enterprise which uses our own money against us. It creates funds out of thin air – which we ultimately have to pay for – to pay for other bodies, such as the multi-tentacled UN, to provide it with advice and guidance that further undermine our economic viability and standard of living, but consolidates their hold on power instead. It uses progressivism as a tool to break down our societies; the same cultural Marxism (or wokeism) with which we are all painfully familiar. However, I'd be very surprised if the ruling class actually believes much of this nonsense. How could they? Anti-racism and equality of outcome, to name but two of the current notions, cannot be logically justified. They can see that as well as can, but it pays them not to.
It's also noticeable that there has been a shift of emphasis. They've gone from simply ripping us off and squandering young lives in foreign entanglements that serve no purpose other than the lining of their pockets to attempting to force us to take a jab that has already had resulted in huge numbers of excess deaths and a sharp decline in reproduction. It's tempting to think that this is another get-rich-quick scheme, this time for Big Pharma, but there is more to it than that. Perhaps if we just listened to some of what they say we would understand.
Bill Gates' much circulated comment, in relation to world population, that “if we do a really good job on new vaccines, health care, reproductive services, we could lower than by 10 or 15%”(29) is somewhat illuminating, whatever the context. Perhaps the 'health care' he is referencing is akin to the assisted dying services provided by the Canadian government, as saving lives (rather than taking them) would seem to boost population, rather than lessening it. The phrase 'reproductive health services' is almost certainly code for access to abortion. The vaccines? Who knows? Presumably the ones he's invested in but, once again, vaccines are supposed to save lives, aren't they? Perhaps he's making a different case – perhaps he is intimating that, if child mortality was reduced, people would have fewer children?
However, comments that get fact checked to death, as this has been, are usually exactly what we thought they were to begin with. In the case of Yuval Niah Harari, one of Schwab's associates over at the WEF, any nuanced take is impossible. This is a man who believes in a global government, which is to be used to control humanity. He also believes that the fast approaching Fourth Industrial Revolution will create a class of “useless human beings” who will find no meaning in life and will have no purpose, either. The logical next step, for a man like him anyway, is to ask “What do we need so many humans for?” He believes in culling the population; those that remain can be hacked and manipulated. It may not surprise you to learn that Obama, Gates and Zuckerberg are all fans.(30)
It isn't difficult to see that future from a business perspective. If AI is all that it's cracked up to be (if automation in production is further enhanced and algorithms rule the rest of our universe), the ruling class won't need anywhere near as many of us for labor. In fact, it is predicted that as many as a third of all jobs will have disappeared by 2030.(31) The much posited Universal Basic Income is likely to make an entrance at this juncture but, if the pursuit of efficiency and profit is still paramount, then reducing the population makes sense. Why pay for “useless eaters” if you can avoid it? Hence, the 'vaccines'.
This is where they want to get to, as described by David Rockefeller's co-founder of the Trilateral Commission;
“The technetronic era involves the gradual appearance of a more controlled society. Such a society would be dominated by an elite, unrestrained by traditional values. Soon it will be possible to assert almost continuous surveillance over every citizen and maintain up-to-date complete files containing even the most personal information about the citizen.”(32)
It's not difficult to see how it could be accomplished – compulsory digital ID, the death of cash and the simultaneous rise of programmable digital currencies, plus mandatory 'vaccinations' would get us most of the way. Those measures will cull the population and control those that survive. “Useless eaters” will be dispensed with. Those that are responsible for this abomination will, eventually, be readily identifiable. They will be those members of the elites who have managed to avoid Sudden Adult Death Syndrome, because they knew what was in the jab ahead of time and got a saline shot instead. They are the ones who have the inside track. They are “They”. And these are some of the structures they have built to maintain their hegemony.
