I almost included the railway, but I didn’t know about the Secret Service. Makes sense, though. I do sometimes wonder who is the progenitor of foreign policy.
The more i look it seems to be the wealthy and powerful who have been for thousands of years, Phoenicians, Babylonia, merchants bankers and families that have been in charge behind the scenes of all empires
